Active dog treats

My dog, a medium poodle/bichon mix, does not respond to, and is not interested in ANY toys. (Whoever heard of a dog that won't chase a ball?) Can't get him to play with anything! The only thing that he's interested in is things that contain food, like feeding mats or puzzles containing food. I'm concerned that he' will get too much food and become overweight.
Have you any suggestions?
